CITIZEN'S CHARTER
In its endeavour to make Visakhapatnam a planned city and to improve the quality of life in terms of every citizen, the VUDA releases this Citizen's Charter with the objective of streamlining public services on the principles of SMART administration launched by the Govt. of Andhra Pradesh to keep alive public expectations and inform the citizens regarding their rights and responsibilities. This document is a commitment to provide efficient and prompt services to the citizens in the expectation that the citizens will reciprocate and involve themselves in the sustained planned growth of their city.

The purpose of this Charter is to provide:

  Efficient, prompt and courteous service with dedication to integrity and fairness.
  All important information to the citizens about various services.
  Time bound and transparent service in all transactions; and to
  Solicit co-operation of the people in achieving the main objectives of VUDA through partnership and togetherness.

This Charter is not a legal document against the VUDA nor the customers.
1. PREAMBLE
In order to ensure proper planning and development of Visakhapatnam Development area as per the Master Plan and Zonal development Plans and making Visakhapatnam a model city in the country, citizens can contribute and help VUDA in keeping away from unauthorized developments and seek proper permissions in the interest of improving the quality of life and general environment.

The VUDA therefose, believes that proper interaction with and active participation of the citizen in the process of planning and implementation of the plan is necessary to achieve its objective and provide efficient and standardized services to the citizens while fixing responsibilities on the officials and time frame in which they are to attend and redress public issues and grievances on a people friendly basis.
1.1 The VUDA provides the following services to the public:
a) Layout permissions
b) Building permissions
c) Issue of No objection certificates-referred by Commissioner of Police & Dist. Collector
d) Land industrial activities
e) Land use information
2. SERVICE STANDARDS
2.1 PLANNING WING
a) Layout permissions --
Residential, Commercial, Industrial
i) Plot sub-division, amalgamation etc.
ii) Group housing schemes
b) Building permissions
i)Residential apartment Complexes - stilt + 5 floors
ii)Multi-storeyed buildings beyond 5 floors
iii)Commercial, shopping complexes, buildings of educational institutions.
iv) Industrial buildings.
NOTE:
To undertake activities like establishing petrol pump stations, cinema theatres, etc.
c) No Objection Certificates
Individual residential building permissions - The VUDA has authorized local bodies concerned to grant permissions
d) Appeal to VUDA as per the Zoning Regulations
e) Change of land use
f) Land use information
Land use certificates are issued by VUDA as per the land use envisaged in the Master Plan / Zonal Development Plans.
3. SERVICE DELIVERY STANDARDS & TIME SCHEDULE:
3.1 PLANNING:

3.5 URBAN FORESTRY DIVISION:
  86 Nos. of free VUDA park entry passes were given to Senior citizens.
  Sound system was provided to senior citizens to deliver spiritual songs, classical songs.
  Yoga kendram at VUDA park has been provided to the public at very concessionary rate.
  Skaters are allowed with free entry into VUDA park.
  Saplings are being supplied to the public at subsidized rates at MVP Central Nursery, VUDA.
